Parents are downloading an app called Life360, that allows them to monitor just about everything about their kids location and use of their mobile devices. Of course, this gets paid for by having the company sluck up data for advertising.

Yup. We've already starting talking with eldest. And that is the key that this type of program and mindset doesn't get. Talking. Child knows that I could look at what is going on. Child knows that I have all passwords. Child also knows that nothing will happen until/unless there is an 'issue'. Until then child is free with caveats. No 'private' time. No cell...yet.
