France's law, which is similar to one under debate in the EU, required platforms to remove any "obviously unlawful" flagged content within 24 hours and to remove any flagged "terrorist" or child porn content within 1 hour. Please note that there is no judge involved. Anyone can flag content and the platform makes the judgment on whether it is "obviously" unlawful or terrorist related (child porn is pretty easy, although even here it is tricky, since the U.S. First Amendment protects artificial images that do not involve actual humans under the age of consent).
As the French Constitutional Court found, the inevitable result of this law would be platforms taking down lots of protected speech to avoid penalties.
