This is only a surprise if you (a) believed all the nonsense spouted about how companies would invest more in rural broadband if the FCC would just repeal net neutrality; and, (b) don't know that profit maximizing firms seek to maximize profit.
In fairness, CenturyLink did say that where the government continues to offer subsidies, they will be happy to take the money.
