In rural areas, in addition to the known problem of coverage of the census block, there is an additional question of reliability. Customers in rural Iowa who got advertised speeds often had those speeds at 35% of the time or less. Why? Because they depend on DSL, Fixed Wireless, or satellite -- all of which suffer from things like distance of the last mile connection and weather issues.
