Late last week FEMA announced that we were finally ready to do an integrated test of a "Presidential Level Alert" for the Integrated Public Alert Warning System (IPAWS). This has now morphed through the magic of the Internet as Trump having a new way to send unblockable text messages.

Yes, the WARN Act of 2006 called national alerts "President Level Alerts" because it requires a declaration of national emergency. Trump does not get to send the texts, or determine the wording, or have anything to do with them. This is handled by the Director of FEMA, and is mostly set in stone in advance. I just spent 2+ years on the relevant FEMA advisory committee dealing with this stuff. This is not an official statement of FEMA or the NAC or the NAC-IPAWS subcommittee. This is just Harold Feld saying you are not getting a text from Trump on Thursday.
